He's obviously still an elite ninja but now that he lost his Sharingan he's got to be much weaker.

For one Minato stated he can't use chidori without the Sharingan due to tunnel vision. Not only that but he lost Kamui, which was vital in Shippuden.

So now that he lost his two most powerful abilities is he still Kage level? Which shinobi does he stack up against?

He is still quite strong but I don't think he is Kage level, in intelligence he is up there
And I think after all this time using it he can use chidori without the sharingan

He could probably give anyone in the K12 (excepting the obvious) a good fight and pull a win. Maybe Kankuro? The other Kage would eat him though.

I've said it before, I've said I'd say it again, and I'll say it once more, Kakashi is the Lowkage. His stamina is better than it was in Part 1, so I wouldn't take him lightly, but I don't think he can really mess with any of the Gokage.

At the most he is jonin tier. He copied "over 1000 jutsu," when he had sharingan, so he should be able to do at least some of them. He has also always been pretty fast so he still has that going for him. Then again, he started relying way to much on his sharingan so his physicality may not be all that anymore.

I think of hiruzen... Even though he can't copy anymore he's still smart as hell and has the experience to use that knowledge.

Read Kakashi Hiden, he's faced against a bunch of lackies and one Kage-level ninja. You get a pretty good grip of his powers, he has a new technique to replace Lightning Blade for example and it's awesome.

Just above Asuma. Not as strong as Kakazu.

I think people overrated the nerf he got when he lost the sharingan.

He is still tactical genius, Still just as skilled in Ninjutsu, Taijutsu, Feints and so on. He just now has to rely on his intelligence more than brute force. With the loss of his sharingan he can now also take his time and strategize and use clones mroe effiently due to increased stamina instead of requiring to end battle quickly due to the stamina problem.

Other than Kamui, the only other loss his sharingan Precog, He lost Genjutsu power but he rarely uses genjutsu anyway.
