How many times can Shisui use Kotoamatsukami?

I think he could use them both but each must recharge ten years from use.
If he had hashiramas dna he could use it multiple times a day
He wasnt that much older than Itachi and Itachi was 13 at the time of his death and assuming that Shiui awakend his ms at the same age as Itachi he would have only ever used it once if the recharge was 10 years, so i think it was less than that.
I think Shisui could use it more than once every 10 years, Danzo needed Hashirama's Dna because he was no full blooded Uchiha, remember that ppl not of uchiha heritage get drained way harder from even regular use of the sharingan, just activating it drains chakra heavily, whereas a normal Uchiha expends hardly any chakra from a Sharingan getting activated
Itachi couldn't use it more than once every 10 years and he is an Uchiha. I don't think Shisui is any different to Itachi as they're both Uchiha. I think Hashirama's DNA is important to speed up the process.
I believe he was able to use it more often than 1 time every ten years.
The jutsu is unique to shisui's eyes, and who would have known how to use those eyes better than the person they originally belonged to?
Example: Nagato was able to use the rinnegan, but not to the same level as the sage was said to have used them, because they were given to him, they were not his. We all saw the damage that using the rinnegan did to nagatos body, and he was an uzumaki.
Another example is juugo. The curse mark originated in him, and he has been shown to be able to use it in many different ways, and at a level that no other has been able to, with sasuke being the closest, but still not at juugo's level. (healing, partial transformation, multiple transformations, became younger looking etc.)
Also, look at Hashirama. He used mokuton at a higher level than anyone else, even though multiple characters have gained the mokuton.
I believe that jutsu that is unique to 1 persons DNA will always be stronger when wielded by that person, not someone who acquired that power from them.

I agree with your first sentence...
But where do you get the second assumption from? Have I missed something?
Because Danzo was able to use hashiramas DNA to make shisuis eye work more than 1 time per day.
He used it on mifune at the 5 KAGE meeting, and later that day he contemplated using on sasuke but decided to wait and use it on Tobi...but he died before he had a chance.

Ahhh okay. That makes a lot more sense... However, I don't think it's a certainty that he used it on Mifune. I thought that was the power of his genjutsu, not actually KA.
If he could use it more then once a day, I don't see why he would try and "save" it for Tobi :S
I think he just wanted to save it for Tobi because he didn't want the CD.
Not sure, I said not too long ago that I don't remember the kage summit and Danzo v Sasuke, been meaning to read/watch over it but havent gotten around to it yet. So I may very much be wrong

No idea but if Danzo could use it a couple of times a day im sure Shiusi could use it less then every 10 years the original user

Shisui should be able to use it whenever he wanted to. it seems ridiculous that he would have to wait 10 years when thats his only sharingan power that would be just stupid
