Here is the restrictions for him.

Character Restrictions:

-Only Minato Namikaze can use Hiraishin. This jutsu can not be taught.
-Reaper Death seal can only be used by Minato and Hiruzen, and cannot be taught.
-In order to create a Minato biography one must have been a member for at least 5 months, have more than 5,000 posts and pass a test given to you by Nexus/Mugiwara and a battle to test your intellect while using this character.

This is one of the harder tests on the base, I believe that the Muu/Oonoki test is harder, Nagato is harder, Jinchuuriki test is harder. I think he is harder then Danzo >_O

He can't make a nara bio but he can make a shino bio. :s Nara need 1000 posts.

Uchiha bios only need 1,500 posts unless you try for madara or ms.

Nagato:
Requirements: Only Rikudou Sennin and pein/ nagato can posses the rinnengan. In order to create a Rikudou Sennin, pein or nagato biography you must be a member of the forum for at least 4 months and pass a test given to you by Nexus.


The Restrictions to obtain the Jinchuuriki bio are as follows:

~ Member must be of Sannin rank or above
~ Member must possess the approval of both Nexus and Rei. If the approval has already been given once, it need not be re-asked for.
~ Member must undertake a test to see if they are worthy of possessing a Bijuu. This test will be conducted by Emperor.
~ If the test is failed once, test for ANY Jinchuuriki may not be retaken for a month.
~ Only canon Jinchuuriki characters may possess Bijuu.
~ There may be only one person possessing a particular Bijuu.

Make a bio by following the bio template I posted on your last bio attempt. I would say make a cannon bio and copy and paste the history. Don't put the techniques they used. You get seven e ranks auto. After your bio gets approved then look for a sensei or sempai to train you in a element. You can only learn up to a certain rank depending on your nb rank. At your current rank you could only learn d rank jutsu.

Battle ranks:

Genin - 50 posts - 300 chakra - 350 health - E + D Rank - 1 element -No other

Chunin - 200 Posts - 500 Chakra - 600 Health - D + C Rank - 2 elements -Taijutsu

Special Jounin - 550 Posts - 700 Chakra - 750 Health - C + B Rank - 3 elements -Genjutsu & KG training

Jounin - 1,050 Posts - 800 Chakra - 850 Health - B + A Rank - 4 elements -Battle Training

S-Class Ninja - 2,400 Posts - 1,000 Chakra - 1,000 Health - A + S Rank - 5 elements -Advanced: Ninjutsu, Taijutsu, Fuuinjitsu, KG

Sannin - 4,300 Posts - 1,200 Chakra - 1,250 Health -S + Forbidden Rank -General competence of everything known so far
