How long can a village be without a Kage?

For example: When the 4th Kazekage died.. who took his place? if it was Gaara... that would mean there was no Kage for 3 years? (maybe less)

Back when Gaara was captured... the council was dying for a new Kage...
because they said that when the 3rd dissappeared they kept searching for him instead of having assigned a new one, and due to that they were attacked by other nations.

would it be that they didn't learn their lesson for using that time to get find the Kage instead of assigning a new one?

Obviously they didn't learn their lesson. I think as long as there is an Elder council or people who can run the village then there is no real need for a Kage. But you can only put up a farce for so long until someone starts questioning. The that's when your in some deep s***.

Reminds me of the whole Hikusaak situation in Suikoden.

Umm, thats actually a good point, cuz he is the 5th kazakage. i think gaara been kage for awhile b4 it was mentioned, im guessn right after the naruto arc,

Hmm im starting to guess they assigned probably the aide of the 4th Kazekage until a new candidate appeared...

the coincil can hold the government .but they need a leader so they have to appoint a new one quickly

I am pretty sure they did fine without one since at the time they still had Chiyo-sama and her brother. So it's not like they were like chickens running with their heads cut off.

But yeah like everyone mentioned, the replacement of a Kage is done as fast as possibel although to be a Kage you have to:

-Meet the Basic requirements [I think like in Rank, ability as a Shinobi, etc.]
-Be approved by the Council
-Be approved/elected by the Lord of the land and/or possibly his/her council
