It takes time to "shift" or transport himself. But he could appear as the technique is activated and use the same technique to move "parts of his body to the kamui world. Its flawed but it makes sense if you think about it.

He can travel at the speed of light, explaining how he got to sasuke so fast

And as for minato, he has amazing reaction time and obito hesitated. If you notice, all other times obito kamui's someone its instant and nobody has time to react, minato is the only exception to that. His reaction time is pretty damn impressive, as shown when he teleported away from A's V2 raiton armor. A's armor makes him as fast as lightning, but he's not considered slow just because minato can evade his attack.

Plot twist? Seriously? The speed of light is still slower than minato, that statement still holds credibility. Nothing else has contradicted it...
