And as for minato, he has amazing reaction time and obito hesitated. If you notice, all other times obito kamui's someone its instant and nobody has time to react, minato is the only exception to that. His reaction time is pretty damn impressive, as shown when he teleported away from A's V2 raiton armor. A's armor makes him as fast as lightning, but he's not considered slow just because minato can evade his attack.
