Rinnegan obliterates the sharingan simply because you need the sharingan to activate it. Therefore unless the eyes are implanted then all rinnegan users > sharingan users.
Nagato was OP even with a nerfed verson of it. The only people who could stand up to him are uchiha/senju with godly powers.

RINNEGAN is evolution of EMS. And evolution is always better in Naruto manga. Hence RINNEGAN > EMS > MS.
If a rinngean user and ems user have equal skills to use their eye powers then Rinnegan > EMS any day.
