How is Rasengan equal to Chidori?

Chidori is shape and nature manipulation, but Rasengan is only shape manipulation. Shouldn't Chidori be on the level of FRS? Yet it barely stacks up to the regular Rasengan head to head and would probably get killed by Oodama Rasengan!

Also why is FRS stronger than most Kekkei Genkai? It is considered an S-Rank ability! Yet it is just one element...

The shape manipulation is on the highest level while Chidori is barely shape manipulation it is just focusing a lot of chakra into your palm.

rasengan is the highest shape manipulation possible, thats why chidori and rasengan are counterparts, if say it was LIghting blade not chidori goes up against rasegan, the lighting blade should have no problem defeating it

Rasengan if you look at it is chakra rotating fast in different directions concentrated into a sphere... it is basiclly the human Bijuu Dama since that is what inspired Minato.

rasengan is shape manipulation of the highest form, so it will always beat out chidori, never mind adding wind element to it (millions of microscopic wind blades at high speed rotation).

plus its all about the amount of chakra you put in

Chidori and Rasengan are in the same family of jutsu, Kakashi made chidori out of the idea of rasengan but wanted something that had more lethality and speed... even though rasengan is pretty dangerous I wouldn't call it lethal.

Thick of them as two different weapons each useful but intended for different purposes.
Chidori's a Sword that cuts, strikes and pierces flesh.
Rasengan's a 12 pound flail that bashes and repels with a large inflicted area.

I prefer Rasengan to be honest. Just a tad bit more than Chidori. I preferred Chidori before, but then I saw Minato's Rasengan, and I realized that Minato's Rasengan, the strongest Rasengan (probably), is probably stronger than Chidori. Plus, Minato, Naruto and Jiraiya make Rasengan such a badass move.

Overall, I think that Rasengan is more of a destructive jutsu, but Chidori is more lethal. It's been noted that Rasengan is a stronger jutsu than Chidori by a few people.
