Minato's sage mode is not refined as naruto.
Minato never got to hone his skills because he died too soon.
Hence Paa made that statement.
But considering minato's base powers + SM he is pretty much higher above naruto.
But minato can use SM in matter of seconds not like naruto or jiraya.
but if considering the mastery of SM it has to be naruto>minato>jiraya till minato shows more feats.

The size of the Rasengan hints that Minato's chakra reserves are way more limited than Naruto's, meaning that Naruto can manage more Shizen energy than his father, and by transitivity, Naruto's SM can be hold longer.

Just because he didnt use a giant rasengan doesn't mean he's weaker, he just probably didn't need it that big. When naruto used his sage rasengan on obito it was basically the same size as Minatos now:

Minato made a giant rasengan in Bijuu Mode, yet Naruto has only used regular sized rasengan in Bijuu mode

^^ See Frog Katas is final step of learning Senjutsu. Entering Sage mode is only part of it.

I keep my claim that Minato can not use Frog Katas. TO be honest I believe although Minato was able to enter perfect Sage mode... then he is still unfamilliar with perks this mode bring along : enhanced danger sensing, better reaction time even although all of them are passive traits so he has them but he may be unaware of them so he can not utilize them well in battle.

The most difference lays in Naruto being able to use FRS which in Sage mode is super powerfull. Naruto can enter Sennin mode faster then Minato, Naruto can uses clones in Sage mode and use them to enter Sennin mode and the last very important could be that Naruto knows Frog Katas and Minato doesn't

He didn't require a mountain size rasengan. Only one big enough to make the Raikage hit himself. We see Naruto could use giant summoning size rasengan(s). It's been proven Naruto has bigger reserves of chakra than Minato. It could be because of Minato's seal that Naruto does or because he's Uzumaki. Naruto's chakra reserves are similar to his mother's.

Also who said Minato didn't know frog fu? It's not like Minato learned sage mode and the next day he died. If it took Naruto a week to learn we can assume the same was said with Minato. Minato's a perfect sage better than Jirayia and to recently Naruto because he could fuse with the frogs. We see that Minato could even enter sage mode within seconds, something only Naruto could do. So we can assume he was efficient in Sage Mode. Minato's sage mode is the same as Naruto's point blank. The speed in which he could use the technique suggest he can use it pretty well and has full training with it and the appearance suggest he's a perfect sage better than Jirayia.
