I think I know the answer to the OP. The key of everything is in the limitation of SM, and the understanding of edo tensei.

I- First possibility

First, we know that SM is limited by the balancing of natural energy with one's own PHYS and SPIRITUAL energy. The larger the users own energy is, the better he can add more natural energy without going toad stone. For example, as long as Pain's absorbing path did not reach a certain threshold, he was cool without turning to stone, but once the threshold reached, he has to stop absorbing energy or kind-of balance it.

Second, Edo tensei's do not have living cells. They are pretty much dust. This suggest that an edo tensei who has SM can use natural energy as he wants. The only thing he needs is to know how to absorb it. Well, I think it is logical.

These two facts above can explain why Minato could have been unable to use SM when he was alive, and why he is using it easily now.

II- second possibility

When Pa said that Naruto has surpassed Minato, it could be both in using SM without turning into toad, and also the power of the SM. It is true that Minato used SM in 665, but how was his SM power compared to Naruto?
Clearly, unless we have answered this question, we cannot compare Minato's SM with Naruto's.
