Depending on the location, it's not even sure Gaara can use this jutsu. I would like to see Gaara using Sand tsunami on a bridge or if they fight on water, etc Anyway even if they are in a desert or another location that allows it to happen, sand tsunami is not happening since it's not a jutsu Gaara can spamm, but a jutsu Gaara needs some preparation and only uses it as a trump card. Kakashi would blitz and finish him with Raikiri or Raiden before he even has time to react. Even if he smh gets the chance to use the jutsu, Kakashi can still either dodge it with doton hiding mole, or simply use a substitution to escape, or use raiton to pass thru it, or even go to the other dimension. Gaara thinking he is dead let his guard down, then he come back and finish the job
Showing jutsus without taking into consideration some parameters and believe it will help someone to win is easy. I can myself show jutsus coming from kakashi that Gaara has no counters against

Regardless of why he was exhausted, the simple fact is he was done for afterwards. Garra's sand isnt one solid object like the 8-tails. The sand expands and cant simply ALL be taken within one shop,

This was a simply Tsunami of Garr's in part 1 (do you see Kimmaru's size in comparison), and even trying to wrap the whole center stripe wouldn't be enough to consume the ENTIRE thing and the smallest pieces left about gives Garra the ability to still attack and keep himself guarded.
I've already shown some of Garra's feats in which he keeps separated from himself, placed in front of him as a shield. Kamui wouldn't be able to wrap things that aren't in eye contact.
Kakashi's jutsu speed > Gaara's jutsu speed
Kakashi is more analytic than Gaara, he will find Gaara's weakness even faster than Deidara
Kakashi's genjutsu could end the fight as well
Kakashi's hiding mole technique could catch Gaara from underground
Gaara could be caught by Kakashi's raiton kage bunshin
If he flies, Kakashi can simply snipe him with Kamui

Even still, Gaara could use his third eye or sand sensing to avoid direct eye contact with Kakashi. A raiton bunshin isn't doing much to a long ranged fighter although it is incredibly useful against a CQC fighter.
I gave an example of what Kakashi would use as when he fought Itachi(who is on kage level) he used hidden mist technique to mess up Itachi's vision and use a clone feint to attack him. Plus who apart from Gaara is kage level in the hidden sand village?

Just remember kakashis charkra levels arnt as high as obitos unlike obito kakashi can't warp people multi times without getting tired easy and wen he does use kamui to warp away gaara just persistantly stays on him

Databook also gives him 4.5/5 in genjutsu, which is almost the maximal amount of point in this category(in comparison, he has the same note as Sasuke). So yeah, Kakashi is clearly above average in genjutsu to say the least
