I think its safe to say that everyone has some kind of transformation or power-up they use. Secondly,with all the jutsu there are in naruto universe,everyone should have more than 2...thats an insult. I think it should work like this:
Naruto
Chakra load+b-rasengan
chakra load+ hold b-great ball rasengan
Max chakra load+shadow clone jutsu combo
max chakra load+hold b-shadow clone jutsu+sage mode activate
Now,for the max chakra load sc jutsu+sm activate,he dash in,if it connects hed do a small combo then activate sm,his jutsu will change to:
CL+b frog katas combo
CL+hold b summoning jutsu
MCL+b windrashuiken
MCL+hold b nine tails chakra
With nine tails chakra he will go to 6 tails and his moveset would be pretty much the same as previous ns games. But I guess you could only use it at 50% health or below.

Kiba
cl+b fang over fang jutsu
cl+ hold b man-beast clone combo just
Mcl+ b food pills
mcl+b man-beast combination transformation(2 headed wolf)
Now with the food pills,like narutos sm activate,he dash do a small combo then an animation of him and akamaru eating food pills increasing thier speed and attack power. For his man beast combination jutsu,he will turn into the giant wolf and his moves could be like:
Cl+b smash
cl+hold b bite
Mcl+ tail swipe or sonic bark?
mcl+ hold b double wolf fang over fang
I know its a little sloppy but what do you guys think?
