Sasuke has no base form since he has no modes to begin with.

so you finally figured it out.
In that case you are wrong. Naruto's physical speed (including his base speed) increased throughout the entire series. The gaiden showed Naruto has incredible base speed. While Sasuke gained a S/T jutsu to increase his speed.

He doesn't have modes like Naruto but he does have abilities like ameno
but even without ameno Sasuke >>>>>>>>> Base Naruto in terms of speed

Didn't you watch the last fight in the movie when BSM Naruto and Sasuke were running towards Momoshiki?? Sasuke was the fastest
Naruto can't match that level of speed without his modes

Yes, but that was 15 years ago! and Naruto's speed didn't increase much because he's always busy and doesn't have much time to train

That alone doesn't prove that Sasuke is faster, that just prove Sasuke attacked first. They were fighting as team and performing combination time attacks. When you fight along another and perform combination time attacks timing is the key, not speed. Just because Naruto is in a mode doesn't mean he is using that mode to increase his speed. IE: when he fought Itachi during part 2 he didn't use his mode to increase his speed like he did against Raikage.

Beside, Naruto never went all out in the movie. He allowed his son to defeat Momoshiki with the giant rasengan he created.
Gaiden showed us base Naruto has that type of speed.
Saying that Sasuke is faster than Naruto because of that one scene is like me saying that Naruto has better swordsmanship skills than Sasuke because Naruto perform better than Sasuke with a sword in the movie.

if that's the case, then Why is Naruto using that mode ? Because it makes him faster and stronger than what he's really like in his base form! Sasuke was matching Naruto's speed in his mode! and by the way it's true that Naruto clashed with Momoshiki using Sasuke's sword but he didn't hurt him at all
Naruto having his mode active is the same as Sasuke having his eye jutsu active, but that doesn't mean they are using all of the benefits that those powers give them. Go back reread Naruto during the war. Naruto was using his KM/BM throughout most the war, but he wasn't using it all the time to increase his speed.

Naruto still performed better with a sword than Sasuke.
