If you need proof i suggest you re-read the kaguya arc. Where Sasuke with Ameno couldn't touch kaguya while naruto with just raw foot speed practically blitzed her a couple of times.

Well, that'd include SM, so pretty darn fast. Anyway, it varies on the time. He was average through the Itachi pursuit arc, but at the time of the war arc, he kept up with Sasuke considering how they were pretty much being equals in CQB (and no blitzing was done from either), so I'd say that Naruto increased his base speed to where there wasn't a huge difference between him and Sasuke, making him a fast shinobi.
