I think he would've had to bring out PS against the Shinobi alliance. Once Ohnoki seen it, he would've informed the other Kage and they would've devised a plan to overthrow it.

So he would've lost against the Gokage

your analogy is off because Madara's life was in peril at moments which is why he was forced to use Preta path mutiple times. Cell never really felt threatened by goku except when he had to create a barrier, which is nothing compared to the threat he felt against lets say ssj2 gohan

In Hindsight, I feel like it would've been worse for the gang. PS would've raped them all, unless you assume 8th gate can break it, and Madara would be more willing to use it. Without immortality, Rinnegan and Wood Style, it'll be much harder to fight BM Naruto without PS, especially with Kamui man, Guy and another Bijuu backing Naruto up, so Madara would be more willing to use that;
