Huh? Next Ginjo? Never heard that before!xd I don't think he's bad in the same sense as Aizen or other major villains. He's just does what's necessary in order to succeed, that kind of bad~

He isn't bad. Or evil for that matter. The plan was agreed by the whole Soul Society, and I'm sure it wasn't only Ukitake's idea. Ukitake is a good guy.

People just think he's bad because the shinigami badge is a way to monitor Subtitute Shinigamis. Ginjou said this, but given the fact he's paranoia (like any villain) and was kind of dumped (or something like that anyways) as a Substitute Shinigami, blames SS, and Ukitake in particular.

Ukitake isn't bad in any way.

Here's the thing:
When Ichigo first became a Substitute Shinigami the Gotei 13 was very caution about him. They wanted to keep an eye on him because they feared another rogue Shinigami emerging like Ginjo. So, they gave him the Shinigami Representative Badge as a method of surveillance.

Their suspicion of him gradually changed when Ichigo proved his loyalty and worth by aiding in Aizen's defeat. Yamamoto even ordered the Gotei 13 to pump their reiatsu into Urahara's white sword to help Ichigo gain his powers back.

Whatever distrust the Gotei 13 had of Ichigo in the beginning is probably gone now. If they didn't still trust him then I don't see why they helped him get his Shinigami powers back. It'd go against their best interest
