A while ago, before Doflamingo's powers were explained, I made a theory that Doflamingo controlled people through using Haoshoku Haki, and the cutting power was a Devil Fruit power unrelated to the controlling power. However, upon explanation of Doflamingo's powers being the Ito Ito no Mi, it seems my theory was wrong. However, in light of new evidence, I think my theory was on the right track.
It's generally believed that Doflamingo has the ability to attach his strings to the body parts of people, and manipulate their bodies by moving his finger, what finger he moves corresponds to their body movement. However, I don't believe this is entirely accurate. It is. quite frankly, impossible for Doflamingo to control people so intricately just by moving his fingers. He's been able to have Riku draw an arrow and fire it, that alone would require more than ten fingers to do. As we can see here[

So how does Doffy control people? Haoshoku Haki. As seen with Luffy and Chinjao's clash, Haoshoku Haki can be imbued like Busoshoku Haki can[
This brings to my second and third parts: The weakness and character analysis. Haoshoku Haki can't be improved through training and merely getting stronger, as Rayleigh explained. It grows as you grow as a person, it's directly linked to character. This is where the weakness comes in. I'd like to thank Caliburn for this part. I like the idea that Doflamingo has a split or crack in his personality, the part that desperately wants to be that spoiled brat that always gets his way, and the pirate that understands his reality and embraces it. Until Law and Luffy came along, the latter was predominant, the former suppressed and kept in check. Ever heard of the id, ego and superego? The brat is the id and the pirate is the superego, the pirate keeps the brat in check. However, Law and Luffy are pushing Doffy's buttons. They keep on making things complicated for him. That part of his personality has been well suppressed because Doffy has been getting what he wants through being a pirate. He became King of Dressrosa, emulating the Celestial Dragon royalty he lost and wanted back. He got to be Shichibukai, emulating the Celestial Dragon way of getting away with whatever you want. He has his crew, satisfying his Celestial Dragon way of having people under his command. Being a pirate has mended the crack in his personality by satisfying the brat inside of him through emulating of what the brat wants.
Then Law and Luffy came along. Law and Luffy have been getting around him. Law forced him into a lose-lose scenario, Luffy got around his plan to have him occupied in the Colissem, his factory is under attack, his broker identity was almost revealed, his subordinates have been getting taken out and attacked, his rule on Dressrosa has been compromised, his status as a Shichibukai is being compromised with Fujitora planning to get rid of the Shichibukai as a whole and seeing all his dirty deeds. Basically, all that the pirate superego has been emulating to satisfy the id brat is breaking. He's losing it all little by little, piece by piece. And this is causing the crack to reform. That evening out is starting to slant. But this wasn't really where it started. It started in between Law arriving on Green Bit, when that paper was revealed, and when Law first blackmailed Doffy. It was when Doffy directly used a power of the Celestial Dragons to print a false paper. This wasn't emulating, this was the real deal. This wasn't satisfying a kid with sweet syrup anymore, this was giving him the candy he craved and him wanting more. Doflamingo was able to get around Law's tricks not by being a pirate, not by being a king, not by being a Shichibukai, but full-blown Celestial Dragon pull. This caused the superego to lose grip on the id, he was free now. And with things just plummeting after his Celestial Dragon pull ended, with all his shit falling apart with his statuses, it blew that id up, the brat is back and is struggling to burst free once again. He's gotten a taste of the Celestial Dragon power, and can't just settle anymore. However, the pirate isn't gone, the superego is still trying to tango with the id, this causes friction in his personality. It's what's causing Doffy to start talking about his past. He isn't fully trying to let fodder and Law and Luffy no his past, isn't it weird he's telling his personal details to people he just plans to kill? It's because that's the pirate's, the superego's, way of trying to suppress the id, the brat, he's reasoning with himself subconsciously. This is why he's snapping and having these angry breakdowns. It's also why he can't control Law and Luffy.
A lot of people have been noticing how he isn't controlling Law or Luffy and making them fight each other. It's certainly not because they're too physically strong, Jozu was helpless to his strings pre-skip, and he wasn't even Doffy's focus. Doflamingo can't control them because his character is waning. Bellamy is weak chicken shit to Doffy, even with the crack he can control Bellamy, but not Law and Luffy because they're simply at too high a level, and his character, which is directly tied into his Haoshoku Haki, is waning, causing his HH to wane, reducing his capabilities to control people.
