No! Even if Itachi got the rinnegan his eye powers would be still weaker than Sasuke's
he can't combine the sharingan and the rinnegan powers and use them to their full potential like Sasuke does just like Minato can't combine BM with SM
And it was stated so many times that Sasuke's eyes surpasses any other Uchiha and that's one of the reasons why Itachi sacrificed himself for Sasuke's sake
Itachi projecting his Genjutsu on victim brain and control their primary senses and he also inserting false environment inside his victim brain. What I mean is Itachi controling his victim using his brain.
Its brain to brain attack. What victim saw was false situation produce by Itachi's imagination. But they think its real situation/environment.
This would be a excellent explanation of how visual genjutsu generally works. However, for Tsukuyomi, the details are true but the information is slightly incomplete with respect to it. Let me elaborate your post.
Tsukuyomi is based on the same principles as regular visual genjutsu like Sharingan Genjutsu, but it is a bit advanced in its class. Itachi casts Tsukuyomi like any other genjutsu i.e. by eye contact, and the fundamentals are much the same, Casting Tsukuyomi then projects the user into the Tsukuyomi world which is basically controlled and created by Itachi unlike regular Sharingan genjutsu in which only the environment and objects are visually created, deleted or altered. The special thing about the Tsukuyomi world is that Itachi has complete control over space, time and mass in it unlike Genjutsu which is just visual distractions and mental effects. It's much like Kaguya's dimension switching technique except that its immaterial while Kaguya's is actually physical.
