I don't know if that limitation has been established, could be wrong though and it's just retconned. This makes me think that Sasuke riding Sai's ink bird a few chapters back was a huge drawing mistake though.

Nagato could summoned different kinds of animals. Sasuke has his original summon as hawk, he got the snakes from orichimarus training.

I don't think it was ever mentioned that a shinobi can only have one contract. Different seal for different contract so it should be possible. Maybe shinobi associated with hidden villages aren't allowed more than one but Sasuke isn't.

Just a theory.

You can have many summoning so long as they don't contradict one a noter,such as Snakes and Toads who are sometimes at war with each other. If you had a contract with one then the other would be canceled.

And what about the fact that Eagles eat Snakes and that Eagles and Snakes are born enemies? ( Demonstrated and commented on by Sasuke himself ) It also may be a way to show Sasuke's abilities as a leader.
