How do you judge your top 10?

I judge them by their power & the truth , being Kabuto number 1

I ask myself "If X fought Y (Where Y is 15-20 other powerful shinobi), then how many fights would they win?"
I do this to avoid bad matchups ruining a character's rank. I also don't count Edos because those have to be prepared before-hand or Edos as stand-alone people because of how OP some of them can be.

Ex: Sasuke and Deidara- Who else has lightning affinity and Sharingan? Just Kakashi; Sasuke made Dei look weak.

Naruto and Kakazu- Not many people have a jutsu that attacks on a cellular level (FRS; Jinton; Deidara bombs) to take out multiple hearts at a time.

Itachi and Orochimaru- Orochimaru stands a much higher chance fighting an army than Itachi and is more durable, but Tsukuyomi one-shots him so it makes him look weak.

Tenten and Temari was another horrible matchup (for Tenten), but they're nowhere near top ten so I won't bother explaining.

What I know about the person, skill set, power, experience

I do mine by overall power and skill that a shinobi has, the likely hood they have of defeating others on the list, and jutsu arsenal. Edo Tensei is not included, same with KA. I do make some changes, but mine is usually:

1: Hashirama

2: EMS Madara/ War Arc Tobi

3: War Arc Tobi/ EMS Madara

4: Nagato/BM Naruto

5: BM Naruto/Nagato

6: DSM Kabuto

7: EMS Sasuke (Still needs new feats)

8: (Healthy) Itachi/Minato

9: Minato/ (Healthy) Itachi.

10: Third Raikage/Muu/Trollkage/Kisame/Killer Bee/Hanzo

Usually as the list goes up it's harder to decide who is where. As all shinobi become closer and closer in power and skill. So, usually I have somewhere from 10-15 as all those sharing spots and what not.
