I agree at bold. You just need to awaken the MS and the power of both eyes. And Obito does not have Susanoo considering he does not currently possess both of his eyes, but his eyes both holds Kamui however one utilizes short range and transparency, while the other is a long range sniper.

OT: Yea Shisui had both his Mangekyou at one point, and he was very versed in the Sharingan like Itachi. It's possible he had a Susano'o before he died but never used it.

That drill though basically the game wants to abuse as many susani's as possible think about it as green jacket Naruto it'll be in a what if kind of saga like what if shisui had susano or something it's just for fun.
