Cause hax no jutsu the game isn't itself canon so it doesn't matter game no jutsu is funny like that. He doesn't have susano in canon cause then danzo would be owned. no, you need to have 2 ms. third power once (2 others are amaterasu and tsukuyomi, but that doesnt mean you need to have unlocked them first).
