Um. Wouldn't it be kind of strange if he wasn't surpassing his sensai's by now?
Naruto was a slow starter, but everyone knows he was meant to go even farther than their expectations, he's gonna be and pretty much is one of the greatest, and it would be stupid to have delayed it and made it so he didn't surpass his sensai's and others until he was like 20 something.
That would've been way to slow for the direction the manga is going, the level of strength of his enemies demands that he surpasses his superiors.
