the forth wanted naruto to be seen as a hero not as the fox its self. the third hokage seemed the only villager to actually care 4 narutos well being untill iruka acnolledged him. the thrid probrobly took care of him untill he was able to be inderpendent.

Why Naruto survived

In the first place, he was born rather long before having the 9 tailed fox sealed inside him, nobody would have killed a baby.

Then, he was kept because the 9 tailed fox can prove a powerful weapon for Konoha in case Naruto learns to master it.

When Gaara is kidnapped, the lady who gives him her life explains that all deamons were targetted by the different villages in order to have more power.
