Well he was meant to be a professor right? and also know all the jutsu in Konoha?
Then i'd presume with knowing all jutsu in konoha he'd somehow be able to use all 5 nature types because konoha is built upon many different small clans and they each have their own nature type and abilities

The answer to your question is simple. Sarutobi is the smartest of all Hokage, the Einstein of the Shinobi world. He knows 1000 jutsu, right? Half of this could be all taboo and forbidden.
