Do all of the bijuu give the user the same abilities or have the same abilities? No.
Categorizing them into a single category does not make sense since they are all different sources of power.
Therefore they are add-ons since they are not the same power, they are different since they are separated, when they are combined into the juubi they can be called as one power. But when they are separated they cannot.

Indras Arrow had the power of Sasuke + Bijuu chakra which comprises of Shukaku, Matatabi, Isobu, Son Goku, Kokuo, Saiken, Chomei, Gyuuki and Kurama + Hagoromo chakra [Senjutsu]

Narutos attack had the power of Naruto + Kurama + Senjutsu + Fuuton>Raiton advantage

Sasuke has senjutsu by default due to Harogomo's gift. How heavily it influences his attacks is up to him but all of his attacks have it. Proof would be him cutting madara in half with chidori sharp spear.

Naruto used up all of the bijju's chakra at that point so it was just him 50% kurama and natural energy(hence why one was a standard frs) I'm surprised he even managed to stalemate it, seeing as how it was powered by 8.5 bijuus.

RSs: Naruto's chakra + Kurama's chakra + nature energy (all that was available, or also all on the planet going by TakL) + elemental advantage

Sasuke and Naruto's chakra cancels each other, with Sasuke's coming on top since Naruto had less (even if it doesn't make any sense but hey, Kurama said it). A part of the portion of the Bijuus cancel Kurama. The other part plus the rest of Sasuke's chakra cancel the NE. Then i guess Sasuke just put more chakra in the tech, thus it cancels the advantage.

As for Naruto not using his strongest possible attack, that's also desperate reaching that is clearly not true. Naruto was surprised that Kurama had gathered so much Nature Energy at one time, implying that it was the most Nature Energy Naruto had ever encountered in one sitting, as Kurama had been gathering Nature Energy for him for a while, and he was still surprised he got so much. After the explosion and they fell to the ground, Naruto's Sage Mode was gone, meaning he put ALL of that Nature Energy into his two attacks. The number of Rasen-attacks he formed doesn't matter, because it's still one set of Nature Energy fueling him. Two Rasen-attacks divided into two halves, five Rasen-attacks would have just divided it by 5. Naruto put the most power he possibly could have into those attacks, and despite having a nature advantage, the Bijuu's help, and a substance that cancels ninjutsu, he and Sasuke ended up crashing after receiving an equal amount of damage, because Sasuke was just that strong.
