As for Naruto not using his strongest possible attack, that's also desperate reaching that is clearly not true. Naruto was surprised that Kurama had gathered so much Nature Energy at one time, implying that it was the most Nature Energy Naruto had ever encountered in one sitting, as Kurama had been gathering Nature Energy for him for a while, and he was still surprised he got so much. After the explosion and they fell to the ground, Naruto's Sage Mode was gone, meaning he put ALL of that Nature Energy into his two attacks. The number of Rasen-attacks he formed doesn't matter, because it's still one set of Nature Energy fueling him. Two Rasen-attacks divided into two halves, five Rasen-attacks would have just divided it by 5. Naruto put the most power he possibly could have into those attacks, and despite having a nature advantage, the Bijuu's help, and a substance that cancels ninjutsu, he and Sasuke ended up crashing after receiving an equal amount of damage, because Sasuke was just that strong.
