Its not power and strength that determines member of 10 wizard saints. Laxus possesses these two but he lacks heart.

The main reason is because he hasn't done anything good. On sheer power level he is clearly good enough to be one of them. But that's not all that is required.
As for Natsu beating Laxus, it was 4 on 1, he used FL which took a lot of his power and ended up useless, and Gajeel redirected the blow that would've finished Natsu off... for good.
Laxus and Mistgun and probably stronger than Erza. When Mistgun first showed up, he was able to put Erza to sleep with ease while the Master and Laxus were able to be immune. So they should be stronger than her.

Natsu can beat Laxus in a one on one battle,Natsu is stronger than Erza and Laxus was said to be just a strong as her.

The Saints are chosen just because of their magical power. Take the Shichibukai, from One Piece. They aren't the best of the pirates (Even though they're all insanely strong), they're Shichibukai because of political interest. (Some are there for personal interest, others are there because of power, others are there because they wanna be metal raped by the governament)

Natsu isn't as strong as Ezra. O_O He had to eat roids to beat Jellal and needed a whole bunch of stuff to go wrong for Laxus to beat him.
The order would go...
Master>Gildarts>Laxus=Mistgun>Erza>Natsu=Gray>Everyone else>Lucy

She said that he had more magical power than her and in if he awakens the power that lies within him he'll become more powerful than her...
Having more magical power doesnt mean that he's stronger because thats just like Naruto having more chackra than kakashi even when he was young(kid Naruto had more chackra than Kakashi and yet kakashi was stronger)
