Do you have it on your pc as a .gif image? If so follow this:
User CP -> Edit avatar -> upload it

Make sure it fits into the restrictions:

Note: The maximum size of your custom image is 150 by 150 pixels or 64.0 KB (whichever is smaller).

And to make your own gif, you may use VideoAvatar for example.
