This has been asked before, minato doesnt possess kurama's will, therefore when he accesses kurama's chakra he doesnt have to battle with the will of the kyuubi.

This is the explanation.
Minato is the one who's put the seal on Naruto, now we know he used Shiki Fujin to seal half of the beasts chakra into himself. CHAKRA. Meaning no will or hatred, just its chakra. The rest of the beast being sealed into Naruto, Naruto had to train because he had to learn to control and overcome the beasts will whereas Minato did not, Minato simply had easily accessible chakra in his body that had no restrictions, this means that simply when he taps into Kurama's chakra the cloak will activate. If you watch the latest episode of Naruto Bee vs. his cousin this is foreshadowed as you see he still can enter 8 tails mode (version 2) without a tailed beast inside him but simply its chakra.
