Though her healing the village is of course applause-worthy, doesn't factor in to her politics. Speaking of politics, the only one who played anything similar to politics was Danzō. We never saw any real politics or policies by any Kage ever.

According to the law, Police not allow to take action until the plan is in motion. They have to prove intent or have reasoning to believe they will take action. So how the uchiha clan have intention when the whole clan was sleeping during that night. It is against the law to do that. If anything, the hidden leaf village should've placed them under arrest. They haven't kill anybody yet.

i would honestly say Tsunade was a much better Hokage than Hiruzen, especially when it came to Naruto. All Hiruzen did was live ive in fear of certain ppl's abilities while Tsunade did what a Kage was supposed to do and made sure those abilities were put to use. I am positively certain that the situation with the Uchiha would've had a much better ending for all involved had Tsunade been the Hokage at that point. Hiruzen's whole problem was that he was never consistent in fulfilling his responsibilities when he needed to, and a lot of ppl ended up paying for it. Hiruzen may have been beloved as a grandfather figure around Konoha, but he was a certified phony.
