I highly doubt it.

IWR brings back people when they were in their prime and at their best. Those edo bijuu were at their best when they had the tailed beast inside them so they would probly get those abilities back but Gaara is a different case. Granny Chiyo brought him back using some form of ninjutsu where they kinda trade lives. I seriously doubt he got his tailed beast back by that or else he would have used awhile ago.

Gaara's Bijuwas extracted from him when he was caputered. But he lived. He's body was recovered and he was brought back to life by Chiyo's "one's own life reincarnation" jutsu. The one tail should still be inside the demon statue. So if I'm not mistaken, there is no edo jinchuriki for the one tail right now. which means that Gaara could possibly become the jinchuriki for the one tail again.
