Naruto hasn't lost RSM and the form we see in Boruto the movie against Momo final fight is partial RSM, he never needed the complete RSM transformation after VoTE 2 and yet the partial RSM he used in Boruto is almost as strong as the complete RSM. And he has learnt to fly even in BSM as evident in the Last Naruto Movie.

There's no such thing as partial RSM.

If his cloak isn't an RSM design then he's not using Six Path Senjutsu, he's only using Kurama's chakra with Hagoromo's chakra which is still BSM. Naruto's RSM is the combination of Hagoromo's chakra with the chakra of all 9 bijuu.
