We really can't rank them since we've seen nothing from Tobirama, and we only got to see a bit of what Hiruzen could do. And that was when he was frigging 70.

Still, I think that it's pretty clear that Hashirama is the strongest, and Tsunade is the weakest. If KCM is included as a part of Minato's abilities while alive, then I'd say that he's second.

Based on hype, Hiruzen should be extremely powerful. You don't just get called God of Shinobi for no reason. He was viewed as the strongest of the Gokage of his era, and he lived during the times of the Third Raikage and the Third Kazekage, who was considered to be the strongest Kazekage.

Tobirama... Well, on the plus side, he killed Izuna, who was supposedly on par with MS Madara. On the downside... Well, based on current facts, he got owned by 20 nobodies. Unless that's not true, and it was really something else that killed him, well, it takes away significantly from his stock.

And until then; Tsunade's feats > Hiruzen's feats.

Tsunade with the combined efforts of Katsuyu, Gamabunta, Naruto, drunk Jiraiya, and Shizune....barely managed to win against Kabuto, No arms Orochimaru, and Manda.

Hiruzen almost beat Orochimaru with two weakened Hokages (tho Oro was toying with him). As much as I like Tsunade (don't even like Hiruzen tbh), old Hiruzen>=Tsunade. Prime Hiruzen>>Tsunade.

1. Hashirama (mokuton+sage mode+healing abilities)
2. Minato (ftg+bm+Gamabunta)
3. Hiruzen (prime is at least better than Old Hiruzen)
4/5. Tsunade and Tobirama.

By hype, Tobirama is stronger. By feats, about equal....leaning towards Tsunade. But I'm sure Tobirama will show us how strong he is soon.

Besides, part1 Hashirama and Tobirama were fodders. If Tsunade has intel about the talismans in their heads, she can remove them.

And yeah, with intel she can, but I'm pretty sure Edo Tensei was a pretty secret Jutsu back then.

@FemmeFatale, you're right. The fight would have ended a lot sooner. Especially since Tsunade has shown no Fuinjutsu to deal with Orochimaru's Edos.

Your list works if you go by hype.

If we go off manga feats then my list would go like this, until we see Hiruzen and Tobirama inn action:

Hashirama
Minato
Hiruzen
Tobirama
Tsunade

The reason my list goes as such is becuase Hashirama has shown to be the most powerful. While Minato has shown to be the a finjutsu master, the fastest, and very tactical.

Hiruzen is ahead of Tobirama becuase he has shown better feats and was able to take on tobirama and hashirama at once while being far past his prime and old, even if tobirama was only at 70% that is still a impressive feat.

And Hiruzen is ahead of tsunade for a similar reason. Had tsunade fought orochimaru (Then in his Prime), Edo Hashirama and Edo Tobirama, she would have surely lost. The fact that hiruzen was able to stalemate or win in his older state is a huge testiment to his skills.​
