Hashirama - Strongest in his era, so stronger than every other Kage
Tobirama - 3rd Strongest in his era after Madara and Hashirama, so since they "died", as a Hokage he was stronger than every other else(every other kage)
Hiruzen - Even old, he was still considered as the strongest kage(before Yondaime Raikage or Onoki for example)
Minato - Strongest Kage, considered unsurpassable by many including Yondaime Raikage
So like you can see, Hokages have always been the strongest
Gai even stated only "Hokage level" could perform that powerful barrier. He clearly distinguished "Hokage level" with "Kage level"
But what about Tsunade? Can we consider that she follows the principe? Is she the strongest current Kage as well? Or is she just an exception? She was greatly important during the battle against Madara anyway, even more so than others like Raikage, Mei or Gaara. So seems that during this battle, Kishi wanted to show Tsunade's real level as a Hokage. Only Onoki arguably showed to be a greater threat, but what do you think?
