Hokage level > Kage level, but what about Tsunade?

Hashirama - Strongest in his era, so stronger than every other Kage

Tobirama - 3rd Strongest in his era after Madara and Hashirama, so since they "died", as a Hokage he was stronger than every other else(every other kage)

Hiruzen - Even old, he was still considered as the strongest kage(before Yondaime Raikage or Onoki for example)

Minato - Strongest Kage, considered unsurpassable by many including Yondaime Raikage

So like you can see, Hokages have always been the strongest

Gai even stated only "Hokage level" could perform that powerful barrier. He clearly distinguished "Hokage level" with "Kage level"

But what about Tsunade? Can we consider that she follows the principe? Is she the strongest current Kage as well? Or is she just an exception? She was greatly important during the battle against Madara anyway, even more so than others like Raikage, Mei or Gaara. So seems that during this battle, Kishi wanted to show Tsunade's real level as a Hokage. Only Onoki arguably showed to be a greater threat, but what do you think?

Well seeing as she could have healed herself OR the other Kages who have no healing powers I'd say she is the strongest still. Without her all the other Kages would die as a result of the Madara fight.

Ranks don't really mean anything. If they did, Tsunade should be able to stomp Naruto, Sasuke and Kabuto, since she's a Kage and they're mere Genin.

OT: She's quite a lot weaker than Hashirama and Minato, almost definitely below Tobirama (Has yet to display feats), but I'd say she was more powerful than the Hiruzen we saw in the manga. (Don't know about his prime.) Compared to the Kage of the other village, I'd say she was below the three male Kage, and on a similar level to Mei.

I'm not talking about rank but level. Kishi clearly came up with the Hokage level thing through Gai, which means that there is clearly a certain level required to be Hokage. Now there can be some exceptions like Naruto or Sasuke who could be also be on some Hokage levels or higher, but it doesn't change the fact that the level exists in this manga. I'd have to disagree. Gaara's aerial fighting style and the range of his attacks puts him above both Tsunade and Ay in my opinion, the simple fact that he can take off into the air makes it hard for a lot of people to fight him, and to add to his power, he can use the landscape to his advantage almost everywhere, being able to increase his amount of sand by using the terrain surrounding him.

I'd also put Ay above Tsunade, due to his speed, and the power of his attacks. She's strong, but her fighting style is too simple.

Also what Gai stated meant something else, rather than in terms of power.

The level is simply based on the village at the time when you became Hokage. Hashirama was the strongest in the village when the village was built, Tobirama was the strongest after his death, etc. The requirement is simply to be the strongest ninja in the/affiliated with village, and in part I, that was Tsunade. You could say that there is a level, but it changes throughout the ages, which is reflected in the amount of difference in the power of Tsunade and her grandfather. Simply put, in Part I, Tsunade's skills were great enough to be considered Hoakge level. In Part II, personally, I don't her powers are great enough, since the standards have been heightened with the arrival of people like Sasuke or Naruto. Similarly, if she had been around at the same time Hashirama and Tobirama were alive, she would not be strong enough to be considered Hokage level.

I may be over complicating this, but this is the way I see it. Shortly put, I feel the level changes based on the village itself. That being said, I feel that in Part I, she was Hokage level, but right now, I don't feel that she's strong enough.

Even if kabuto did not know of Onoki's power, it wouldn't make this statement incorrect. It wasn't kabuto's opinion, It was the opinion of others. Kabuto simply put it out in the open that people even then still considered him stronger than the other kages.

Also Kabuto was a spy from a very young age, So he most likely did have some knowledge on the other kages.
