Hiruzen in his prime, i'm going with the 4th. Hiruzen hasn't shown any feats to counter the 4th's speed

he knows all jutsu and beated edo 1st and 2nd hokage, he's skillful enough to put up a fight.
still would of killed orochimaru if he really in his heart wanted to kill him and not be all softy.

hiruzen without a doubt! "by hype ofcourse" Hence the fact that he was hailed as the strongest kage out of all the kage of the 5 great nations, masterd over a 1000 jutsu, and Hailed the title that only rikudoe sennin was said to be ..... "god of shinobi"
even in his old age, hiruzen was said to still be the strongest of the 5 kage.
it doesn't matter if rikage is the fastest ninja in the world. hiruzen was said to have a counter to every jutsu in the leaf village. sharingan techniques and mangekyou sharingan techniques! including the 8 inner gates!!
hiruzen was also said to be able to have a counter to just about anyone's fighting style!
just by his immense amount of hype, he wins hands down this shit is not even debatable!

I mean we all like Hiruzen, i do too, but i this caze i would actually have to go with Raikage, thought it would be an epic battle.
Alright lets see what facts we got, well Raikages incredible speed and power and rage.
Rage is his weakness together with his speed.
Hiruzen is well versed in many powerful techniques and took down 1st and 2nd hokage and would have defeated oro if he was in his prime, which actually shows he was probably unbelievably powerful.
Hiruzen and Raikage would make a incredible battle to the death which Raikage would win, UNLESS Hiruzen figures out a way to handle raikages speed, which he might.

if the raikage and the other kages are having difficulties defeating madara when the 1st hokage single handedly beat him ,and hiruzen beat the 1st, the 2nd and orochimaru by himself what in your right mind do you think the raikage has a chance. hiruzen was said to master every jutsu in the hidden leaf.. do you know what that means? edo tensei, rasengan ect and the list goes on. AND his earth style mud river jutsu would counter the raikages speed because he uses his feet to run on the ground just like normal people and what happens if the ground is slippery? you guessed it.. you fall on your ass just like orochimaru _O-

Current madara has rinnegan, EMS, mokuton, fire, water and earth release and his meteor jutsu etc...

The 1st and the 2nd were not even at 1/3 of their power since they were manipulated by orochimaru and I can give you proof the 2nd hokage didn't even use he's S/T jutsu.
