Hiruzen the worst Hokage?

But what happened under that specific reign , and the Hokage didn't take action.. then it is Hiruzen.

He plan was to save as many as she could, and call back Naruto and to take on Pain with Naruto on her side. However, that was ruined by Danzo...... The leaf (ROOT/Danzo) betrayed the Hokage in that arc.

Here's how I rank them.
1. Hashirama
He founded the village which is perhaps the greatest accomplishment in the history of the village. He defended the village countless times from Madara. He decided killing Madara, sacrificing his friend, was a necessary evil to protect the village.
His pitfalls. He allowed a bigoted Tobirama to be his successor. Distributed tailed beasts to other villages.
2. Tsunade
She cleaned up the mess from Oro's evasion, put her life on the line three completely separate occasions for the sake of the village as hokage, built an alliance with the Sand and kept alliances with the other nations good. She developed the system of medical shinobi. Despite growing up in a time in which Uchihas were discriminated against, she held no prejudice to Sasuke. She protected her villagers during the Pein incident. She may not have protected the village's buildings, but her priorities were in order. She protected the majority of villagers and decided that she would serve as support as Naruto was supposed to simultaneously serve as offense. Which was thwarted by Danzo. She didn't trust Danzo and had spies put on him and his subordinates. She stood up to her advisors and had Naruto train harder instead of moping around about Jiraiya. She was the one who initially decided to the Jinchuurikis powers were necessary to fight Madara. She trained the best medical ninjas in konoha and sent the team which would save the Kazekage.
Her pitfall, after Sasuke went Rogue she indulged Naruto's fondness for him and didn't order him killed (which could be a good thing as Naruto has not proven that his love of home is greater than his love of Sasuke, especially based on the line of questioning Itachi asked Naruto)
3. Minato
He couldn't really have done much in his term as hokage. He didn't last very long. But he gave his life up for his village and gave Konoha a powerful weapon in the form of his son.
Pitfall: The Uchiha conflict was still untreated during his reign
4. Hiruzen:
He tried to give his life to protect the village. He taught the sannin. He seemingly fiscally supported Naruto. Just a note to USSJ being a ninja is a job choice. You are allowed to stop being a ninja. What you cannot do is use your ninja skills in a way that causes problems for the village.
Pitfalls: He didn't kill Orochimaru, despite what he saw in Oro over the course of years. He didn't help Naruto socially and the decree to not talk about the Kyuubi incident only allowed hatred to grow in secret which is why the policy seems not to be in effect now. He gave his life to put down weak versions of the first two hokages who could have been dealt with by other groups of shinobi, orochimaru should have been his focus. He allowed the Uchiha conflict to become so large that it ended in genocide. After the Uchiha were killed he allowed Itachi to be disgraced when he should have properly explained the situation to the village. Though I assume Sasuke would have still went rogue. Gave Danzo too much freedom.
5. Tobirama: He died to protect his village. He kept it from falling apart and being destroyed. Created the Anbu, the Academy, and the Chunnin Exams
Created the segregated society with Uchihas. Was the driving force behind Madara leaving the village. Bigoted. Assummed that all uchihas would be Madara when Madara was the exception not the rule, especially considering most uchihas never got the sharingan. Created Edo-Tensei. If not for Edo-tensei Madara wouldn't be an issue now, and Zetsu would have fallen a lot harder. It would have been the entire army, Naruto, Bee and the Gokage vs Obito and not even the Juubi as it wouldn't have any of the nine tails chakra. His actions gave birth to Sasuke's.
I'm not going to include Danzo and it's hard to say whether he would be behind or in front of Tobirama. While Tobirama is largely responsible for the mess now. He did a lot of good for the village as well. In fact I could see an argument for Tobirama being 4.
