I base these judgments of strength on what we actually witness to happen in the manga. Besides RDS, Hiruzen has no jutsu that appear to be above jounin-level techniques. And even his RDS is a weakend version of Minato's in which he has to hold on to his opponent for dear life for it to work. Not likely to work against anyone worthy of note. Enma is his only weapon which is remotely impressive, which really does not stand up to Hahsi's thousand hands or even his wood dragon

Thats a response i can work with. He has the potential obviously, but until Kishi shows anything impressive he is not talked about in the same league as Hashirama

His Earth wall by far has been the second most impressive walls produced in the manga, even at his old age and low reserves he was still able to produce a wall at this scale, which also had the strength to block one of tobirama's powerful water jutsu.

His Dragon Flame bullet was so hot that the flames begin to turn WHITE!! One of the strongest Fire jutsu's displayed in the manga.

As a old man (70 years old), he was still able to outclass both hokage in terms of taijutsu (which has nothing to do with there power level).

Hiruzen was very impressive in terms of being portrayed in part one. And you cant deny that had the battle taking place in shippuden, that it would have been more elaborate and shown more jutsu and abilities.

Hiruzen was credited to being stronger than onoki in part 1 and in shippuden we just finish watching onoki stop a giant metoer. And the same orochimaru who fought hiruzen (who was weaker becuase of Hiruzen) toy with a 4 tailed kyuubi. This is all evidence enough that hiruzen was downplayed.​

Actually 4 pages is not good enough. Hiruzen let himself get hit by Obito so he can analyze his attacks.

Madara didn't have the 'God of Shinobi' title either, does that make him under Hiruzen? No; Madara and Tobirama couldn't have had the same title as Hashirama because they lived during the same time period and he was superior.

Using Hiruzen's hype before any other of the Kage of his time were introduced (around 400 chapters before that, in fact) to put him above them is... interesting. Danzo was one step behind Hiruzen his whole life, I guess he's stronger than Tobirama and Minato as well? And all the Kage of Hiruzen's time?
