If the kage was the dictator he would be the strongest ninja by force. AKA Danzo could have forced his way to hokage instead of strategizing about it.
Clearly they all agree it would not hurt to talk about it peacefully if the Hokage talked to them, but as usual danzo ****ed up the ninja world and forced his will on itachi to kill the clan before hiruzen could attempt his way.
Also why would Danzo and the 2 consultents still be in konoha if the Hokage doesn't care about their opinion/ was almighty? What's the point of having a consultent, also on the tsunade scenario they did agree with her.

The only reason I called the Kage a "dictator" is because the post I was responding to called him a dictator. We all know that this position is appointed and not taken by force. And fyi we dont know if Danzou could "take the kage by force" so why would you make that comment anyway. The 3rd Hokage "beat" Orochimaru with the 1st and 2nd Hokage Edo. Danzou at that time still may not have been able to kill the 3rd Kage and take his spot, if it was ever a thought of his. Think about it.
OF COURSE the Kage "cares" about the opinion of the Elders. And Danzou at this point is an Elder. But what I pointed out is the fact that BOTH kages ignored the wishes of the elders when dealing with a few serious subjects. This means that the Elders don't "VOTE" when problems arise, they just give wise council to the Leader (Kage) in times of need. VOTING implies that the wishes of the Kage could be over-ritten. But their (elders) opinion cannot outweigh that of the Kage. Tsunade proved this when she did something that was TOTALLY against the Elders wishes, thats why I brought her up.
