Hiruzen: Hiruzen was one of the most powerful shinobi in history. In fact, he was so powerful that he was admired as the God of Shinobi in his prime.

According to Iruka, he was said to be the strongest Hokage that Konoha ever had as well as the strongest of all the five Kage during his era.

Enma commented on his battle with Orochimaru, saying that it was "miserable" compared to his prime, even though he had clearly been able to hold his own against Orochimaru and two former Hokage without losing his composure.

Even in his old age, his chakra was noted for being very strong, causing a dense effect on the atmosphere when released, furthermore, he was known for having immense reserves of chakra in his youth.

Minato: According to Jiraiya, Minato was one of the most gifted shinobi who ever lived.

Anko Mitarashi, in discussion with the Third Hokage about Orochimaru's immense strength and his threat to the village, stated that she wished the Fourth had been alive to face him.

During the Third Great Shinobi War, flee-on-sight orders were given to enemy ninjas should they ever see him appear on the battlefield.

Minato was also capable of countering the Nine-Tails' attacks to the point Madara himself needed to step in to face him directly. After their battle, Madara commended Minato and stated he was worthy of the title of the Fourth Hokage.

His abilities were so far advanced that even the Fourth Raikage thought that no one would be able to surpass him.

i beleive hiruzen in his prime is minato kinda of..but i have to go with defeats...minato beat madara and sealed the 9 tailed in the same period of time...i havnt seen any fights with prime hiruzen so ima go wit the yondaime xD

We know nothing but what people stated about the hokages....and if you want to go from how many characters said about them then the 1st is the strongest out of all the hokages. So arguing which is strongest is like IDIOTIC because characters have said time and time again that a certain hokage were strong at a time. And we don't know what PRIME 3rd is because if you remember Nidamine save both him and danzo squad what looked like to me in their 20s. Their has not been a flashback of the 3rd in his prime. So stop saying prime because we don't know what prime means in Narutoverse, it can be age or skills.

Akat vs Akat - at least we know their skills and personalities to make a judgement.

Sasuke vs whoever - we might know more about sasuke abilities more than anyone in the Narutoverse after Naruto.

Not the best of the Hokages but between Minato and Hiruzen

Like there has been comments on him being God of Shinobi. like his fight against Oro, if he was younger he would have won.
Like how would that younger/stronger pair up against Minato?

there is a reson that Hiruzen was dyeing for Minato to come when he fough the fox and take on it and Madara alone even if Hiruzen did have the whole arsenal from Konoha beside him
