Where does it ever say that a large quantity of chakra is necessary to achieve Sage Mode? SM is a focus and gathering of nature energy that requires practice, not something that you use chakra to go into.
Well, Hashirama and Tobirama are the same generation. Then it skips Hiruzen, then Jiraiya becomes the Sage. And like I said, it can skip at least 1 generation, it skipped Minato and Kakashi, then Naruto achieved it.
