Danzo solo's (though its best that he doesnt summon Baku right off the bat)

Hiruzen solo's if allowed Konoha Clan's ability via Hiden.

The old hags win. Their fuuton combination wouldn't hurt the raikage's body, but it would destroy the lightining shroud. Without it, Danzo just needs to touch him to make the restraining black seal. Of course, raikage can break from it via using a lot of chakra, but they just need a second of restraining so they can cast Danzo's genjutsu.

A v3 susanno level of chakra, iirc
