No. Hiruzen said in his own edo words that he forced itachi. He did try to seek peace but he inevitably made itachi do his betrayal.

Sharinganless Kakashi is much faster than Hiruzen (judging by his previous speed feats: feats that were helped by Sharingan precognition, but Kakashi's physical speed made them possible in first place) and can easily feint with Kage Bunshin/Raiton: Kage Bunshin, since he feinted shinobi like Itachi and like Pain Nagato. Kakashi also has Raikiri infused weapons and Rasengan, and is much smarter. And can one-shot with Raiton: Shiden from the novel.

Just to say, in the Kakashi Hiden novel you have Sharinganless Kakashi outperforming 19yrs old Rock Lee in pure taijutsu. Before anyone can say "Rock Lee wasn't fighting seriously against his master's best friend", that's for sure, but Kakashi wasn't fighting seriously as well, since he understood he was fighting against Lee, his best friend's beloved disciple. So the feat still perfectly stands.

Kakashi calls out to the man wearing a black hooded cloak, who stops for a bit. Kakashi gets the impression that the man is uninvited. The man dashes away as Kakashi tells him to wait up. Kakashi dashes and quickly appears in front of the man. They start exchanging blows, and Kakashi lands a consecutive combination of attacks on him. Kakashi feels in his mind that the person he’s fighting against is considerably good: there are no wasted movements in his taijutsu. They exchange more taijutsu blows. Kakashi said in his mind that he seemed to know well the enemy's attack pattern.

Kakashi realizes that there’s no indication at all that the opponent would use ninjutsu. Then he double-checks his intuition and looks at the man in the black hood and his stature. Kakashi dodged a hit and lands a blow on the opponent’s chest. They continue to exchange consecutive combos of taijutsu. The enemy gets knocked to the ground by Kakashi, and Kakashi exposes him and says: “Since you’re here, that means Guy is also coming, right?"

It’s Rock Lee! Kakashi then goes through the crowd of other passengers and people taking photos. He heads towards the last rope at the hull that connects the Tobishachimaru to the ground.

And he shows a new impressive technique, Raiton Shiden, which sure as hell isn't as good as Mangekyo Sharingan hax with Kamui, but still is a both incredibly versatile and powerful Lightning Release ninjutsu which can be used as a blade on short range, freely extended and guided to hit at mid range, and if used at full power at long range, basically releases the power of a Kirin: but it is a hand-made Kirin from Kakashi.

Kakashi gathered all of his chakra into his right arm. “I will absolutely make it rain!” That's what he said to Kahyo. “Kakashi!” “I entrust the rest to you, Kahyo!” Grandly drawing back his right arm, which because of the lightning was becoming incandescent to the extent that it was radiant, Kakashi did struck all the Shiden's power, with all of his might, into the giant rain clouds above. “Wuohhhhhhh!” Dooooon! (Boom!) With the excessive intensity, the clouds parted. There was a sudden glimpse of blue sky. It was (a tremendous force), to the extent that Kakashi himself was blown back away by the power of his own technique. The Tsuchikage’s eyes completely widened. Lightning surged forth from Kakashi’s entire body. Completely, as if they were tentacles, blades of purple lightning extended outwards in every direction and pierced through the rain clouds. Suddenly, the lightning caused thunder. The rain clouds gathered, and began to cackle with a ‘bachibachi’ sound from the electrical discharge. “We're far, but it’s still dangerous, Tsuchikage-sama!” Akatsuchi yelled. “Quickly, hide behind me!” “I-I can watch my back alone!” Oonoki, still watching the Shiden's power in complete awe, yelled in a thunderous voice. “Seriously, the people of Konoha behave recklessly… I didn't expect ... even him....” The rainclouds roared with thunder with a ‘gorogoro’ sound. Flashes of lightning crashed with a slamming ‘pishaa’ sound. A large maple tree on the ground split in half.

Though I like and Respect both as Hokage. I think its faulty to say Kakashi was the same a Hiruzen. Hiruzen clearly had many advantages over kakashi


- Hiruzen knew every Jutsu in the Hidden Leaf Village which is something that was stated multiple times in the manga.
- Monkey King Enma would wreak Kakashi's Dogs
- Hiruzen's chakra was far moe powerful than Kakashi's, which was shown when he destroyed his surrounding with chakra alone and when he helped erect the Red Formation Barrier.
- Hiruzen's speed was shown to be on par with both Tobirama and Hashirama (Non Sage).
- Hiruzen is more Intelligent than Kakashi
