the namikaze clan kekkai genkai was Shunshin no Jutsu (Body Flicker Technique). the 4th later upgraded the jutsu to create Flying Thunder God Technique (Hiraishin no Jutsu) you cant teach the upgraded move if you cant do the first one. makes sense
