For example in pokemon's trading card game, a game that's about Pokemons (like it matters, but I just wanted to use size 4 ) there are only 10 cards worldwide of pre-release Raichu version that goes for over 10k USD, and it's just a raichu, there are a shitload of other cards stronger than that, without even mentioning legendary pokemons, that are commonly available. So no, rarity doesn't equal to strength unless you have facts that in this particular shinobi card game, rarity = strength.
