This is development from Sasuke's side. Sasuke praising sakura's ability. Sasuke saving Sakura. Considers her as important person to him and later using the most important gesture to him before he bangs Sakura and start a family with her

Sasuke who was in a Dark place during the entire shippuden and always tried to cut his bonds because bond is a weakness to Sasuke and he was obsessed with revenge to accept Sakura's love unlike Naruto who simply ignored hinata and loves another girl.

SS has mutual reciprocation at the end when Sasuke was redeemed.
NH in manga not.
They simply appear together with children in 700 without any previous
interaction in manga.

Sakura=Hinata in this.
They just use different SKILLS (Sakura uses medicine, while Hinata uses speech).
I'd suggest stopping this idiotic attempt of "who is better", cause BOTH girls are IMPORTANT for the plot.

i never shipped NH, I only liked it recently because hinata get to be main charater nothing more or less, Noodles clealry doesnt desvere her, HInata is way above his league epsecially since noodles insulted her right in front of sakura by caling that same (girl who treted like shit) his gf (even it is joke) and made hinata look like shit cause nice girls always finish last just like HInat she was rebound females for noodles

I think that the major definition of "filler" is a mix of "never happened in the manga" and "is prone to end up contradicting the manga later on".
While The Last fits the first point, it definitely doesn't fit the second, so it's NOT truly a filler.
All the other movies fit both points, thus they were fully filler.
