Yes, Hinata has always had better Taijutsu, but just that won't give her the victory.

Sakura may not be as skilled as her in taijutsu, but she is faster than her, and smarter, so she only need to figure out her capabilities and weak points, and exploit them. I can see Hinata loosing after the first strategy Sakura develops...
