Having 360 vision doesn't mean you can stop every attack, it doesn't work like that. If he is moving at almost untraceable speeds by taking off his weights or opening his gates, she can't react in time do anything. And even if she does somehow manage to react to it, what will she do? Nothing, she can't block an attack coming that fast and powerful and she can't block off his chakra.

Think of the poor people in New York. Half the buildings are made of glass which lee will bust right thruogh. The futureistic technology will confuse them. What kind of Naruto fight is in New York? Anyway lee would win before Hinata realized she was being hit.

Rock Lee is just too damn fast for Hinata. It doesnt matter if she can cut the chakra flow if she cant keep up with him.
Just look at the chuunin exams when he took of his weights, Gaara's sand couldnt keep up with him and im not even taking into account whats gonna happen when he opens his gates.
Rock Lee would win without much trouble.

Did you not watch the chunnin exams in the anime? He moved at almost untraceable speeds, faster then gaaras sand. Hinata won't even know he's attacking, she won't be able to perform her rotation before Lee reaches her.
Another point, Lee is a better Taijutsu user then Hinata, she can block off as many chakra points as she wants but Lee doesn't need chakra to punch her in the face.
So no, a palm rotation wouldn't finish Lee or do anything.

If Hinata does cut off his chakra points before he opens the gates, he can then open the gaets. The gates hold chakra reserves and he can just get what he needs from there on top of his inhuman speed. Plus he already has experience fighting the byakugan because he was teamed with Neji. Because of this I think it's fair that he would know how to take advantage of the blind spot much how Guy has a technique to hinder Kikashi from using the Sharingan against him. Also Hinata gets tired and Rock Lee would outlast her. I vote for Lee.
By the way without even opening his gates, he is way way faster than Hinata in every possible way. Im gonna repeat this. Gaara's sand couldnt keep up with Rock Lee when he took off his weights. Do you possibly think Hinata will keep up?

So she blocks his chakra, so what? He drops his weights and then what? Gaaras sand couldn't keep up, so Hinata wouldn't be able to do anything.
