Hinata Hyūga as a genin could see targets 50 metres away; by age 18, she can see targets 20 kilometres away.

and apparently in the Boruto anime we learnt that to even unlock the Byakugan you need training (unless your a 'G' like Himawari)

That was Neji's grace but lady Byakugan will tell you their equal now. Somehow Hinata improved and Neji didn't.
